IN COMMITTEES THE WEEK OF JANUARY 29:
House Elections and Governmental Organization– Members listened to a hearing on HB 2197 and HB 2258 (a bill I introduced this session) regulating campaign finance rules on political telephone communications, vendor records, and “robo calls”.
House Appropriations– members listened to a presentation by Secretary Werholtz regarding Department of Corrections construction plans.  A hearing took place on HB 2303, which would create the Kansas national bio and agro defense facility interagency working group.
House Agriculture and Natural Resources– There was a briefing on the Conservation Reservation Enhancement Program by Tracy Streeter, Director of the Water Office and a hearing on HB 2147 regarding the farm and ranch land protection program and voluntary emissions compensation program.
House Insurance and Financial Institutions– Two hearings were held, the first on HB 2116 regarding insurance regulations in joint authority with the Kansas Health Policy Authority; and the second hearing on HB 2108 regarding Insurance regulations helping protect military personnel and their families.
House Energy and Utilities– A hearing was held on HB 2157 regarding KCC surveys on deployment of broadband technologies; a hearing on HB 2194 regarding the KAN-ED Act and criminal justice agencies; a hearing on HB 2220 over electric utility recovery of transmission-related costs; and a hearing on HB 2240 regarding sales taxation, sales tax exemptions, and service for rebuilding of public utility facilities.
